Specify whether a user can set form properties

1. Open the form in Design view.
2. Double-click the form selector to open the property sheet for the form.
3. To allow the user to change property settings, set the AllowDesignChanges property to All views.

   To prevent the user from changing property settings, set the AllowDesignChanges property to Design View Only.
