3.4 Per-User or Per-Machine Install?
Windows Installer can install an application, or an update, for all users of a computer (per-machine) or for a particular user (per-user) based on the access privileges of the user and the operating system. When defining the deployment package the context of the update install needs to be considered. If the contexts of the application and update are different, the application may not be updated as expected.
