Sets the value of a specific attribute.

Return Values
- S_OK
- The value returned if no errors are reported.
- E_FAIL
- There is only one specific fatal error for this
IMXAttributes
implementation: incorrect index (E_INVALIDARG). It may return a generic failure code, such as out-of-memory.
Parameters
- nIndex
- The attribute's index value.
- strValue
- A string representing the attribute default value specified by "#IMPLIED", "#REQUIRED", or "#FIXED", or Null if none applies. This value string is represented by the attribute's default value, or Null if there is none.
