Specifies if the description for the project database point will be overridden from the Point Group.

TRUE: The Cogo project point
description will be set by the Point Group.
FALSE: The Cogo project point
description will not be set by the Point Group.
Remarks
When you set this value to FALSE, the Description property will be cleared.
