First off, you need the emulator, all plugins you want to use and the BIOS itself. You can get the first two combined in a nice Installer from NGEmu (browse to http://www.ngemu.com/psx/epsxe.php?page=download). If you already got some files, you can also download everything seperated from the package using the above URL.
We won't supply you with URL's for the BIOS as it is copyrighted by Sony. But you should find it easily by browsing the web, with a search engine like Google for example! Please do NOT mail the authors and do NOT ask on the ePSXe message board about these files, you'll most probably just get banned for doing that.
Next steps are to select and configure the plugins !
