Final Fantasy IX PAL needs a patch to be applied to the original CD before it can work with ePSXe 1.2.0 or higher.
There aren't patches for every region yet. You should check out NGEmu to see if your version has already been patched. For more infos about patching, consult the Features section in this manual.
