Using regedit.exe add the following registry key (DWORD value)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSFTPSVC\Parameters\
EnablePortAttack=1
Note, this DOES open your system to a port attack as discussed here.
