CloudBlobContainer.CreateIfNotExist ()	Creates the container if it does not already exist.
CloudBlobContainer.CreateIfNotExist (BlobRequestOptions)	Creates the container if it does not already exist, using a conditional request based on the BlobRequestOptions that you specify.
