Uploads a string of text to a block blob, with the specified encoding, and using a conditional request based on the
BlobRequestOptions that you specify.

The text to upload.
- encoding
Type: System.Text.Encoding
An object that indicates the text encoding to use.

An object that specifies any additional options for the request.
