SPLOADOPTIONS indicates how a grammar is loaded. This is used by the ISpRecoGrammar interface.

SPLO_STATIC: Flag specifying that the grammar is loaded statically.
SPLO_DYNAMIC: Flag specifying that the grammar is loaded dynamically, meaning that rules can be modified and committed at run-time.
