There may be times— perhaps due to design or content issues— when you do not want site visitors to resize your frames when viewing your Web page in a browser.
In Page view, at the bottom of the document window, click Design.
Right-click in the frame.
Click Frame Properties on the shortcut menu.
Under Options, clear the Resizable in browser check box.
